ENCORE: Alleged West Des Moines Flasher Used a Flashlight to Illuminate the Goods

Subject allegedly asked police why they were harassing him instead of taking care of more pressing matters.

A 49-year-old West Des Moines man was charged with indecent exposure after a driver said he was exposing himself to passing cars in the 5900 block of E.P. True Parkway and shining a flashlight on his genitals.

Douglas Gene Tychsen of 262 59th Court was charged with indecent exposure after an incident at 59th Street and E.P. True Parkway at 12:27 a.m. March 11.

West Des Moines Police Officers Jason Heintz and Anthony Giampolo responded to a 911 call and located a suspect who matched the description given to authorities.

Tychesen reportedly told police that he had consumed several alcoholic drinks over the course of the evening at his home, and that he had taken a walk because he and his girlfriend had had an argument. Once booked, he declined to submit to a sobriety test.

According to Heintz’s report, Tychesen repeatedly told police he had done nothing wrong and did not understand why he was being questioned.

“He stated that he could not understand why we not out doing other police activities [instead of] harassing him,” Heintz wrote.

The woman who made the report and another identified Tychesen in a lineup.

Did they make him expose himself in the line-up? Because I probably couldn't remember his face. My eyes would have just followed the light!
